2. Authors and Authors responsibilities

1. PUBLICATION ETHICS AND Malpractice Statement

In its activities, the Editorial Board of the journal follow the ethical rules accepted by the international scientific community, based on the Recommendations of the Committee on the Ethics of Scientific Publications (Committee on Publication Ethics (COPE)), Guide the Ethics of Scientific Publications (Publishing Ethics Resource Kit) to the publishers Elsevier, the Code of ethics of scientific publications of the Committee on the ethics of scientific publications.

Ethical standards and rules include confidentiality, honesty, competence, objectivity, responsibility, oversight of publications, consideration of possible conflicts of interest, etc.

Compliance with agreed norms and rules of ethical conduct are mandatory for all participants of the process of scientific publishing: author, publisher, editor, editorial Board member, reviewer, reader.


Duties of the Editorial office, Chief editor and Editorial board:

- to treat responsibly selection of articles in the magazine, not to allow to the publication the materials which don't have scientific value, not corresponding to a profile of the magazine, contradicting policy of magazine;

- not to allow the materials containing plagiarism, or which are earlier published in other editions to the publication;

- to accept and estimate manuscripts according to their contents, without an ethnic origin, a floor, sexual orientation, religious beliefs, nationality or political views of the author;

- to pass the final decision on publication or refusal in publication taking into account results of reviewing and to bear responsibility for the made decision;

- to observe confidentiality, namely, to open information on the submitted manuscript only to the author, reviewers, consultants of editorial council and the publisher;

- when using in own research of unpublished materials from the manuscript of the author(s) it is obligatory to receive his written permission;

- to keep anonymity of reviewers;

- according to the decision of editorial board to direct article to additional reviewing if her author doesn't agree with opinion of the reviewer;

- to stop possible roguish actions and statements of reviewers;

- to answer immediately the ethical claims concerning the considered manuscripts or the published materials;

- to publish in case of need corrections, specifications, denials and apologies.


Reviewer's duties:

- to take personal responsibility for the content and quality of reviews;

- ensure confidentiality of the review;

- to review the manuscript submitted for review as a confidential document and discussion with other persons only with the permission of the chief editor;

- notify the editor-in-chief and refuse to write the review in the event of a conflict of interest in relation to research presented in the paper, or insufficient qualifications for the preparation of the review;

- contact editor-in-chief in case of detection of significant similarities of the considered manuscripts with already published earlier article;

- if the author is unwilling or unable to take into account valid comments and recommendations of the reviewers, the article may be rejected from further consideration;

- use the review slanderous arguments unacceptable;

- it is unacceptable when the reviewer has a personal interest in the consideration of the manuscript and its assessment.

All manuscripts submitted for publication in the journal "Scientific Bulletin of GosNII GA", after receipt in the editorial office undergo two stages of review: initial, carried out by the chief editor of the magazine, and "double blind review" or single-blind reviewed by reviewers of the journal.

Author's duties:

- submit for publication original work, previously unpublished and not submitted for publication in another journal;

- provide lists of sources of all sources of information used in writing the article, respectively, placing these loans in the form of quotations and/or references;

- ensure that all data in article are real and authentic;

- to ensure that all authors have made significant contributions in research and in the author list has no "people";

- interact with the editor to correct errors or seizure of the publication, if the author found significant errors or inaccuracies.

- to prevent abuse of "self-citation";

- to prevent any form of plagiarism;

- to take part in the reviews.


2. Malpractice publications statement

The editorial Board of the journal declares about inadmissibility of malpractice publications and about prevention this practice.

The editorial Board seeks to monitor and prevent malpractices publications including

- plagiarism;

- data falsification (forgery of research results, deliberate concealment and/or misrepresentation), etc.;

- incorrect indication of authorship (including co-authors individuals who have not made a significant contribution to the published work, omitting someone, the presentation of the publication without the consent of all persons listed as authors);

- duplicate publication submission of the same material as original in more than one publication;

- deliberate distortion of the characteristics, events, or results of research presented in the publication, with the aim of obtaining financial support or other reasons;

- a conflict of interest in relation to research, the authors of these studies, agencies that Fund these studies.


Editorial Board upon suspicion or conviction of the authors, reviewers, editors, and other participants in the publishing process in unfair practices publication can take the following actions:

- emails to authors with an explanation and advice, if it is assumed misunderstanding of ethical principles or procedures, or a warning letter for the future, in more serious cases;

- official notification of the employer of the author, containing comments and evidence identified by the journal;

- refusal from considering manuscripts in which there is a conflict of interest based on competitive, or other relationships or connections with any of the authors or institutions related to the article;

- publication in magazine of duplicate publication or plagiarism, if it's documented notice to the employer of the author;

- the official review of published articles from journal subscribers, readers and indexing organizations (electronic libraries, etc.) in the event of official confirmation of the fact of unfair practices of scientific publications of the authors.

In case of detection of unfair practices on the part of reviewers and Editorial Board members the editorial cooperation of such experts should be discontinued.
