Scientific Center of Air Navigation (NC-32)

The Air Navigation Center of FSUE GosNII GA is the leading division in the field of development of the air navigation system of the Russian Federation as part of the main research organization of the industry.

The Air Navigation Center conducts research and development in the following main areas:

Conducting research (R&D) and development work (R&D) to solve system-wide and complex problems of the development of the Russian air navigation system;
Scientific and technical and scientific and methodological support for the development, development, testing, implementation and operation of automated means and systems for ensuring air traffic (ATS), automated systems and complexes of automation tools for planning the use of airspace, surveillance, navigation and landing, means and networks of aviation telecommunications;
Carrying out works aimed at ensuring electromagnetic compatibility of aviation radio-electronic systems.
Carrying out work on certification of automated means and systems of ATS, automated systems and complexes of automation tools for planning the use of airspace, surveillance equipment, navigation and landing equipment, automated systems, means and networks of aviation telecommunications;
Participation in the development of technical requirements, bases, methodological guidelines for testing and complex work on certification of the type of equipment GA;
Conducting research to assess the impact of construction projects on the operation of AIRTOP facilities and the safety of performing take-off and landing operations at the airfields of the GA;
Conducting research on the creation and improvement of the system of aeronautical support for the flight operation of aircraft and ATS, including the assessment of safe heights of flying obstacles, the development and validation of terminal flight procedures by instruments and visually, methods for establishing minimums for take-off and landing;
Organization and implementation of the tasks of the Aircraft Altitude Maintenance Characteristics Control Program for the States of the RVSM Eurasia region.
Formation of the appearance and development of requirements for the characteristics of advanced aeronautical technologies and systems CNS/ATM, SWIM, FF-ICE;
Development of requirements for the Global Navigation Satellite System (GLONASS, GPS and other constellations), as well as its functional additions;
Conducting scientific research in order to implement the Concept of Integration of unmanned Aircraft into the unified airspace of the Russian Federation;
Preparation of examinations, conclusions, protocols within the competence of the Air Navigation Center.

The Air Navigation Center of FSUE GosNII GA conducts research and development in the interests and on orders of the Ministry of Transport of Russia, the Federal Air Transport Agency of Russia, FSUE “State ATM Corporation”, performs work under contracts with industrial enterprises, airlines and other organizations of the aviation industry of the Russian Federation.

Together with industrial enterprises, it implements plans for the creation and introduction of new equipment and technologies for the development and improvement of the air navigation system of the Russian Federation.

Within the framework of the exhibition, a briefing was held, during which A. Yurchik and the Director of the State Civil Policy Department of the Ministry of Transport of Russia Svetlana Petrova told about the preparation of the Russian transport complex for FIFA-2018 FIFA World Cup.

In total, the program “Construction and reconstruction of transport infrastructure” provides for the implementation of 42 events, of which 21 are fully implemented. In the part of the airport and the infrastructure of the aerodrome, work was completed at 12 sites. New passenger terminals were built at the airports of St. Petersburg, Samara, Volgograd, Nizhny Novgorod, Yekaterinburg, Saransk, Kaliningrad, Vnukovo. An absolutely new modern airport “Platov” opens in Rostov-on-Don, which annually can receive 5 million passengers.

A number of airports modernized the infrastructure of the airfields. In the near future the work will be completed at the airports of Kaliningrad, Nizhny Novgorod, Samara. In the final stage – the construction of new runways in Moscow airports Sheremetyevo and Domodedovo. In the part of the road infrastructure of the cities-organizers of the World Cup, 9 events were completed. Constructed and reconstructed constructed roads, providing access to airports and stadiums in Saransk, Kaliningrad, Rostov-on-Don, St. Petersburg, Nizhny Novgorod and Samara.

It is noted that at present all the city-organizers have prepared the necessary regulatory framework to ensure free travel on the routes of sports competitions. In addition, in the mode of the site and the mobile application, the “Transport Guide for the fan” will work, which will reflect all the main transportation routes by different modes of transport.

On the same day A. Yurchik met with the Regional Director of the European and North Atlantic Bureau of ICAO Mr. Louis Fonseca de Almeida. Opening the meeting, L. Fonseca announced the readiness of the ICAO regional office to provide all the necessary information for further joint work and the desire to see the representative of Russia in the group’s leading work.

In turn, A. Yurchik stressed the importance of the work of the North Atlantic Office of ICAO, noting the importance of the working group’s interaction in ensuring the safety of flights and servicing air transport on the Black Sea. “For the qualitative organization of flights in this region, it is necessary to be based exclusively on professional and technical aspects of activities, excluding political overtones,” he said.

The Deputy Minister of Transport also said that Russia is a supporter of the development of environmentally friendly air transport. In this regard, the CORSIA program is important for the Russian side. However, according to A. Yurchik, its key indicators and efficiency from implementation are not yet clear. L. Fonseca promised before the end of 2018 to give these explanations.
